COVID-19 Rental Assistance Program
SC Thrive is proud to facilitate the COVID-19 Rental Assistance Program – a program designed to provide emergency rental assistance to South Carolinians facing financial hardships as a result of the Coronavirus crisis – in cooperation with SC Housing.
In an effort to help lessen the outbreak’s economic impacts on state residents, the program will provide emergency assistance to renters affected by shutdowns, closures, layoffs, reduced work hours or unpaid leave due to the COVID-19 health crisis.
Eligible households will receive up to $1,500 for rent in a one-time, lump-sum payment made directly to property owners or management companies.
Applications for the COVID-19 Rental Assistance Program will be accepted until October 1, 2020, at 11:59 PM ET. All applications submitted after this time will not be considered for review.
Applicants must meet a number of requirements to qualify for the program, including:
- Applicants must be South Carolina residents with proof of ID.
- The address on your ID must match the address on your lease.
- Applicants’ household income at the time of application must be at or below 80% of the Area Median Income (AMI) for the county in which they reside. Income eligibility by county can be found here.
- Applicants’ employment/income must have been impacted by the COVID-19 pandemic, beginning March 10, 2020, or later.
- Applicants must be PAST DUE on rent.
- The rent assistance payment must bring the rental balance current.
- The applicant CANNOT currently receive any subsidized rental assistance.
- The applicant CANNOT be a current recipient of the Federal Pandemic Unemployment Compensation ($600 additional weekly benefit).

- A South Carolina resident photo identification (driver’s license or a state ID)
- An active rental/lease agreement
- A landlord affidavit (Download form HERE)
- Proof of a decrease in income due to the pandemic, with documentation of a three-month income decrease requested. Documentation can include:
- Bank statements
- Pay stubs from all jobs
- TANF statements
- Social Security statement or proof of last deposit
- Pension statement
- Proof of alimony
- Proof of child support
- Unemployment check stubs or proof of unemployment deposit
- Workers’ compensation check stubs
- Veterans Benefits Statements

FOR LANDLORDS AND PROPERTY OWNERS: As the landlord, you are acknowledging that your tenant is applying for rental assistance through the COVID-19 Rental Assistance Program. The program is administered through SC Thrive in partnership with South Carolina State Housing Finance and Development Authority. You are authorizing SC Thrive to share the basic identifying and non-confidential service information with South Carolina Housing Finance and Development Authority. You are acknowledging that the funds provided are to go only toward rent payments for your tenant and any monies provided to you through this program beyond what is owed must be used towards future rent payments for your tenant.

Answer: In order to have a completed application for rental assistance, the address listed on your South Carolina state-issued ID must match the address on your current lease. If it does not match, contact us at firstname.lastname@example.org.
Answer: Possibly. As long as your lease includes a clause that states you are eligible to rent month to month, you are eligible for this program.
Answer: Payments will be made directly to the landlord.
Answer: Payments are released within 30 days of an approved application.
Answer: Applications are processed on a first-come, first-served basis and are processed once all required forms are submitted to SC Thrive.
Answer: Yes. Each application requires a signed Landlord Affidavit indicating that, upon receipt of funds from the COVID-19 Rental Assistance Program, the account will be considered current.
Answer: The rent assistance payment must bring the rental balance current. To participate in this program, you must pay the additional amount owed or find additional community-based rental assistance to receive payment for the COVID-19 Rental Assistance Program.

Answer: Out-of-state landlords can download the Landlord Affidavit form here. After the form is complete, they can send to you to attach to your application before you submit it or follow the instructions on the form.

Answer: The SC State Housing Finance & Development Authority (SC Housing) has partnered with SC Thrive to offer these funds to individuals and families in South Carolina.
Answer: No. Applicants who are working or not working may be eligible for the program as long as employment/income has been impacted by the COVID-19 pandemic, beginning March 10, 2020, or later AND all other eligibility requirements are met.
Answer: Applicants’ household income at the time of application must be at or below 80% of the Area Median Income (AMI) for the county in which they reside. Income eligibility per county can be found HERE.
Answer: Applicants can apply beginning on May 20, 2020. All applications must include all of the required documents before they are determined complete. Applications may also be submitted at any time after May 20, 2020, and submissions will be accepted until funds are exhausted.
Answer: Applications can be submitted through Thrive Hub, which is an online tool. If you don’t have access to a computer or to the internet, you can apply by downloading THIS APPLICATION and sending your completed application and supporting documents via fax to 833-520-4785.
Also, other community agencies such as churches, libraries and others may be willing to allow applicants to fax documents from their place of business. Please contact the place of business before going to use their services.

Answer: Applications must be submitted before 11:59 p.m. ET on October 1, 2020. Anyone submitting an application after the deadline will not be considered for review.
Answer: The program is for rental assistance only — no mortgage assistance will be provided through this program. For mortgage assistance, please visit: www.schousing.com.
Answer: As long as you are not approved for or a recipient of the Federal Pandemic Unemployment Compensation ($600 additional weekly benefit) or subsidized rental assistance, you are still potentially eligible for this program. Benefits like SNAP and Medicaid won’t make you ineligible for this program.
Answer: No. Only one application per lease is allowed.
